Why can't I submit my report? The system says that a picture of the receipt is required, but I have already added that

Have you attached the receipt image as an attachment? If so, you will receive an error message that the receipt image is missing.

Add your receipt image by dragging it into the Attach receipt field at the top of your expense. You can also click in the field to select a saved image from your library.
